The Ministry of Petroleum and Natural Gas had in 1986 constituted OISD to enhance safety in the industry. OISD carries out safety audits of oil and gas installations besides formulating and standardizing procedures and guidelines for design, operation, and maintenance. OISD consists of a small core group of technical experts of various disciplines, on deputation from the Oil & Gas industry.
Pressure is an important consideration in any tank battery. It forces fluid and gas through the different vessels, and helps prevents loss through evaporation. Pressure is controlled by valves, both in the gas outlet line and the water and oil outlet lines. The oil and water lines use diaphragm-controlled valves to maintain backpressure. The gas line will also use a diaphragm back pressure valve. Diaphragm valves have an arrangement that uses a spring and bolt on the top to adjust the dump pressure. As per the OISD standards, the SEPL globe makes the best high-pressure gas system so that proper pressure balance is controlled by the gas system.
Overview of Oil Industry Safety Directorate
OISD is abbreviated as Oil Industry Safety Directorate. They are a technical directorate under the Ministry of Petroleum and Natural Gas. They coordinate the implementation of a series of self-regulatory measures aimed at increasing safety in the Oil & Gas industry in India.
They formulate procedures and guidelines in the areas of design, operation, and maintenance.
Gas Processing is subjected to high safety hazards from fire & explosion due to handling, processing & storage of highly flammable liquid, gas, and vapor as well as operation of the facilities at elevated temperature & pressure or cryogenic condition. These potential hazards get aggravated on accounts of process upsets, extreme physical conditions, and accidental release of flammable hydrocarbon.
The objective of OISD:
To formulate and standardize procedures and guidelines in the areas of design, operation, and maintenance as also the creation of new assets to achieve the highest safety standards cost-effectively.
To conduct audits to ensure compliance with such standards.
To maintain continuous follow-up on compliance to OISD audit action points.
To analyze & investigate incidents happening to the oil & gas industry to identify the root cause and formulate an action plan.
